[S]ELECTION CODE follows the story of Tina Peters, the County Clerk in Mesa, Colorado, who made a backup of her county’s Dominion Voting System server, only to stumble across evidence of manipulation in a recent local city council election…. and also in the 2020 general election. Tina’s discovery ignites a chain reaction upending her life. And upending the world.  In Collin County, Dominion machines are illegal.  We use ES&S machines.  But ???

Hybrid ES&S Electronic Voting Machines



Beginning with the NOVEMBER 2019 election, Collin County rolled out our new ALL PAPER BALLOT voting machines, that store your paper ballot in a secure ballot box (used in the event of a recount or corrupt removeable electronic media).

1) After checking in, voters are given a blank ballot with numbers that indicate a specific ballot style.  Voters then insert the blank ballot into the ballot-marking machine which should pull up the correct ballot for each voter.  IF  your ballot style is not shown on the ballot marking machine or you encounter other irregularities - CALL for the Election Judge's assistance immediately and do NOT hit the "cast ballot" button until the irregularity is resolved.  
2) Voters make their selections on the touch screen and, when they are finished, the machine prints out each voter's ballot with which each voter should verify their choices on the printed paper ballot before the next step...
3) Voters take their paper ballot to a scanner where their vote is actually cast and tabulated.  Do NOT forget this step.  Do NOT leave the polling location with your machine marked ballot.

  • The voting system vendor is Election Systems & Software (ES&S)
  • ​The ballot marking device and the curbside voting device is an ES&S ExpressTouch
  • ​The polling location on-site tabulation device is an ES&S DS200 (collects, tabulates, and stores paper ballots cast at a single polling location, and records votes on a removable flash drive)
  • The software used in the tabulation of all ballots in Collin County is called Electionware.
  • Collin County uses countywide polling.  Voters may vote at any Collin polling location during EARLY voting and on ELECTION DAY.  Hence, Collin utilizes electronic pollbooks that communicate via the internet at each polling location so that election workers can verify the voter's ballot style as well as voter qualification.
